Sector Description

The Construction Plant Competence Scheme (CPCS), owned and managed by NOCN Job Cards, is the United Kingdom's largest skills certification scheme for the plant sector in the construction and allied industries. 
 
Core Purpose and Benefits
The scheme aims to ensure that plant operators are both safe and competent by assessing their skills, safety awareness, and technical knowledge. 
  • Identification: Provides standardized proof of an operator's ability across more than 60 categories of plant machinery.
  • Safety Standards: Raises health, safety, and environmental (HS&E) standards through mandatory testing and independent assessment.
  • Industry Recognition: While voluntary by law, holding a CPCS card is a equirement for working on most major UK construction sites.
    • HS&E Test: All applicants must pass the NOCN Health, Safety and Environment Test or a CITB equivalent within the last two years.
    • Technical Tests: Consist of a Theory Test (knowledge-based) and a Practical Test (operating ability).
    • Continuous Professional Development (CPD): As of late 2024/2025, a new Online CPD Course has replaced the traditional renewal test for cardholders, allowing renewal through e-learning modules.
    • SMART Technology: Modern CPCS cards are Digital SMART Cards that can be verified instantly using NFC-enabled devices.
    CPCS Card Types
    Card Type  Colour Description
    Trained Operator Red For new operators who have passed theory and practical technical tests. Valid for 2 years (non-renewable) while they work toward a vocational qualification (VQ).
    Competent Operator Blue

    For experienced operators who have achieved a relevant VQ (e.g., NVQ Level 2). Valid for 5 years and renewable.
